BIRMINGHAM — Health officials fear Alabama’s tough new law against illegal immigration ould increase the risk of illnesses across the state because many Hispanic immigrants worried about arrest and deportation already have stopped seeking medical care at government clinics.
Waiting rooms that once were full at some county health clinics just a few weeks ago now have empty seats because Hispanic patients stopped showing up, said Dr. Jim McVay, a spokesman for the Alabama Department of Public Health.
While most health programs administered through the clinics are federally funded and aren’t affected by the law, he said, many immigrants apparently don’t know that. That has some leaders worried about a possible increase in illnesses that can spread through communities.
“I don’t want to spread fear, but any time people are afraid to get medical care there are potential complications,” he said Friday.
Gov. Robert Bentley’s office doubts the department’s claims.
But McVay said the drop off in patients has been particularly noticeable in north Alabama, where thousands of Hispanic immigrants work side-by-side with Alabama-born employees in the region’s poultry and agriculture industry.
The head of the state health agency predicted just such a scenario four years ago in warning against clamping down on illegal immigrants living in Alabama. State Health Officer Donald Williamson, a physician, said tougher rules aimed at saving the state money by limiting services to immigrants might also cause sick people to be afraid of seeking medical treatment for conditions including tuberculosis.
“Avoid erecting barriers that would prevent people from seeking services,” he advised the Joint Patriotic Immigration Commission.
Now, Williamson’s worries apparently have come true among immigrants.
“There’s a fear factor, that people are out to get them,” said McVay.
State health officials, in stressing the importance of making health care readily available, in the past have linked rising numbers of immigrants to additional cases of communicable diseases like chicken pox and tuberculosis, and they have said Hispanic women need access to prenatal care to prevent infant mortality.
Bentley, who signed the illegal immigration law, is a physician. His press secretary, Jennifer Ardis, was skeptical that fewer numbers of Hispanics are going to county clinics.
“The Department of Public Health doesn’t track the ethnicity of individuals seeking treatment at county health clinics,” she said. “There are no facts to support any anecdotal story of a decrease or why it may have occurred. Anyone in need of health care should not hesitate to seek it in Alabama.”
Supporters of the new law say it’s designed to create jobs for Alabamians and drive down costs for services including health care. While studies have shown illegal immigrants are less likely to have health insurance than citizens and are more likely to rely on government clinics and hospital emergency rooms for care, federal regulations generally bar hospitals from reporting information on patients’ citizenship status so the impact of illegal immigrants is difficult to gauge.
The Congressional Budget Office said the federal government provided states with $750 million over three years ending in 2008 to pay hospitals for emergency health care for illegal immigrants, but it couldn’t come up with a total cost of providing medical services for people living in the country illegally. Alabama was among the states that received money through the program.
The law is affecting the public health community aside from concerns over the spread of illness.
Fearful that state workers could be prosecuted under part of the law that bars illegal immigrants from conducting business with the state, the Health Department imposed a two-week moratorium on permits for septic tanks, restaurants, food processors and temporary food operations after a federal judge cleared the way for sections of the law to take effect on Sept. 29, said Pres Allinder, director of environmental services for the state agency.
The department temporarily waived permitting regulations for dozens of companies and individuals during the shutdown rather than bring operations to a halt, he said.
“If we give a permit to an illegal, knowing or unknowingly, we have committed a Class C felony,” Allinder said. “It was an inconvenience for the citizens of Alabama and it was a problem for us, but it was a good thing to do. Our people could have faced felonies.”
State permitting procedures are back to normal now, he said, but the agency is now requiring proof of citizenship for anyone seeking a health permit for a bakery, restaurant or store.
While such proof wasn’t previously required, Allinder said he isn’t worried that the new regulation will create more work for inspectors by driving some operations underground.
“We fight that battle daily. We’re constantly on the lookout for illegal operations,” he said.

I agree James W, I work at an area hospital and have seen them with a drug resistant form of TB! TB was basically eradicated until they brought it back! They also have a tremendous amount of STD's. But you won't hear the Liberal Rag DD or Lamestream media reporting on this! Not to mention Al quaeda sneaking in over our borders too, but Odumbo doesn't care, all he cares about is ruling the world!!!

Hello ... this is one of the reasons why we want people to immigrate LEGALLY -- they are health-checked as part of the process to obtain a visa or citizenship. The recent requirement that all children have to get a pertussis shot booster before starting 6th grade is directly due to illegal immigrants bringing the disease here. My daughter also had to get a varicella booster. When are they going to finally start enforcing the FEDERAL immigration laws -- when people start dropping dead from the plague?
Just another angle to drum up support the the Daily's crusade to save the wetbacks.

Here is my perspective on this. These clinics were losing some money from the ones who did not pay but they made money on the ones that did, So they supported the immigration law thinking this would solve there problem and the illegals that didn't pay would not lower there bottom line. So the assumption was those that did pay were legal when most of those were also illegal and now they are losing even more money they did before. Now the clinics are spinning this in away to try and get it changed on the premise that we are at risk for our health and safety.
Don't forget the infestation of bed bug's,head lice & ringworms! can't stay in a hotel without worrying about bringing bedbug's home with me! Operation Wetback was a 1954 operation by the United States Immigration and Naturalization Service (INS) to remove illegal immigrants, mostly Mexican nationals from the southwestern United States.
Burgeoning numbers of Mexican migrants prompted President Dwight D. Eisenhower to appoint General Joseph Swing as INS Commissioner. According to Attorney General Herbert Brownell, Jr., Eisenhower had a sense of urgency about illegal immigration upon taking office. In a letter to Senator J. William Fulbright, Eisenhower quoted a report in The New York Times that said, "The rise in illegal border-crossing by Mexican 'wetbacks' to a current rate of more than 1,000,000 cases a year has been accompanied by a curious relaxation in ethical standards extending all the way from the farmer-exploiters of this contraband labor to the highest levels of the Federal Government."[2]

The effort began in California and Arizona in 1954 and coordinated 1075 Border Patrol agents, along with state and local police agencies. Tactics employed included going house to house in Mexican-American neighborhoods and citizenship checks during standard traffic stops.
Some 750 agents targeted agricultural areas with a goal of 1,000 apprehensions per day. By the end of July, over 50,000 illegal aliens were caught in the two states. An estimated 488,000 illegal aliens are believed to have left voluntarily, for fear of being apprehended. By September, 80,000 had been taken into custody in Texas, and the INS estimated that 500,000 to 700,000 had left Texas of their own accord. To discourage illicit re-entry, buses and trains took many deportees deep within Mexican territory before releasing them.
Tens of thousands more were deported by two chartered ships: the Emancipation and the Mercurio. The ships ferried them from Port Isabel, Texas, to Veracruz, Mexico, more than 500 miles to the south. Some were taken as far as 1000 miles. Deportation by sea was ended after seven deportees jumped overboard from the Mercurio and drowned, provoking a mutiny that led to a public outcry in Mexico.[1]
James W., you left out the one line from the Wikipedia article that explains what finally killed Operation Wetback, and why the federal government isn't too keen on repeating history: "There were widespread allegations of abuse against Mexicans and US citizens of Mexican descent, including harassment and beatings. Lawsuits were filed and settled in favor of victims."
That was in Texas! It just shows that Alabama's new law has some legal precedent ! It also worked ! In Mexico if you enter illegaly you get life in prison. So what do they have to complain about here?
So the final results of Operation Wetback were this: At least the same number of illegal aliens managed to find their way back into this country, and the taxpayers took a huge financial bath through lawsuit settlements. Yeah, that sounds like something the current legislators in Alabama could probably duplicate. Eisenhower only spent millions of our tax dollars to fix a problem that ultimately was not fixed at all. The same thing is going to happen at the state level if Alabama legislators and the governor don't wise up quickly. What's going to happen is that white-on-Hispanic violence is going to increase, and all of those legal Hispanics who have been assaulted in the name of HB 56 will have legitimate grounds for lawsuits against the legislators who created this law in the first place. Once the state is done settling all of those lawsuits, plus paying for all of the FEDERAL lawsuits to come, maybe it will finally come to its senses.
Was this law passed with mexicans only in mind or does it also apply to all the other nationalities that are here illegal? I know for a fact that there are folks here illegally from other countries also.... lets ship all of them back where they came from...

The IRCA of 1986 (read: amnesty) is a large part of the current problem.
In brief:
* required employers to attest to their employees' immigration status.
* made it illegal to knowingly hire or recruit unauthorized immigrants.
* granted amnesty to certain seasonal agricultural illegal immigrants.
* granted amnesty to illegal immigrants who entered the United States before January 1, 1982 and had resided there continuously.
However, the Federal government never enforced and still isn't enforcing the first 2 parts. Hence, HB56. Get it?
