NASA is full of smart people, however NASA is not smart enough to get out of the rocket building buisiness. Let folks like ULA, Space X and others build the rockets and capsules.
For the price of ONE NASA rocket ULA can build THREE Atlas rockets. Do the math, see the savings?
NASA can concentrate on what they do best and that is SPACE exploration and satellites.

NASA used to be full of smart people. Now they are full of lazy workers who take their jobs for granted. NASA now is nothing more than "White Collar Welfare'
