How about using some of that surplus for some capital improvements -or- give some of it back to the tax payers -or- lower the sales tax -or- cut the rates for some of the city services. Just some suggestions. This is not a time to sit on money. If there is an excess reserve, then the excess needs to be spent to create jobs by doing worthy projects or rebated into the pockets of the citizens of Decatur.

Split among a population of 41000 citizens over the age of 18 in Decatur equals about $139 each. Split among a population of 53000, every man, woman, and child in Decatur, equals about $107 each.
According to our illustrious president, the best way to handle this recession, is to distribute this wealth back to 'we the people' who paid it in the first place, so that we can re-spend it, thereby boosting the economy.
And if we've been overpaying for years, shouldn't our taxes be adjusted to rectify this?
Hey why not build tons of low income apartments at point mallard so the hispanics and others will have a place to spend their tax base too in the councilmens back yards would be good too , then let them spend that reserve , I can,t even sell my house because of their misdeeds in this town , how are we gonna get a rebate . Jiminy Cricket atands a better chance and would be a better manager of Decaturs funds than 3 of the councilmen we don,t have to name here , and We all know which ones , they want everything funneled into their district and everything bad run out , so the rest of the town has to deal with it not them.
good idea, but his idea of "we the people" is, only the ones who have never paid into the tax pool, no one in the last five generations have worked, none of the women have ever been married, but they all have ten kids, who then have ten kids, and on, and on. they must take from the evil rich "who do work" and "give" it to them who "dont work", and this will make them better people. everyone will be equal in the economic world of big 0. i have heard this called "cooking the books".
That resolution I pretty clear. 10 % plus 3 months. Reeves is a tax and spend liberal. You give any government a pool of money and all they want to do is spend it.
I agree. The resolution clearly says 10% ,IN ADDITION TO, 3 months. Typical politicians, just like congress and the supreme court trying to add to or take away from the Constitution. Its right there in plain english 10% plus 3 months.
How easy it seems to be for our elected leaders to spend OUR money as fast as they can get their hands on it. There is a reason Decatur has had a high bond rating for many years, responsible leaders who follow the rules and are good stewards of OUR money. These current officials have shown how irresponsible and devious they are. Maybe it was Gail Busbey that kept a close watch on how OUR money was used and why she is no longer there. Her replacement seems to have a different interpretation of the council resolution, hum, guess she wants to keep her job. Herman Marks can only give an opinion, he is not the final word. His veracity has been called to question ever since the Gail Busbey debacle. Seeems like we need some CHANGE here in Decatur

Don't worry about it Ronnie. Mossy Oak .. and Raymond who are close relatives of the counsil's president (self appointed Reeves) are back putting down the only two good counsilmen we have. Mossy is always stabbing people in the back.. if you know what I mean... Some of you do.. Same old selfish all about Reeves type of thing.
